The three tools in this category are not competitors. They solve different problems, and the first question is not which is best but where your people are and how they are engaged.
If your team is spread across borders, the expensive problem is legal: employing someone in a country where you have no entity means either setting one up or renting someone else’s. That is what Deel sells. If everyone sits in the United States and you already have an entity, that problem does not exist and paying international rates for it is waste — a domestic payroll provider like SurePayroll is far cheaper. If your people are hourly rather than salaried, the problem is upstream of payroll entirely: you need defensible records of who worked when, which is what Buddy Punch produces.
Plenty of businesses need two of the three. Hourly staff in one country means Buddy Punch feeding SurePayroll. Contractors abroad plus employees at home often means Deel alongside a domestic provider rather than instead of one.
| Tool | The problem it solves | How it bills | Free option |
|---|---|---|---|
| Deel | Hiring across borders without local entities | $49 per contractor/mo; $599 per EOR employee/mo | None — Deel HR from $5/employee |
| SurePayroll | US payroll and automated tax filing for small employers | Monthly base fee plus per employee | Alternate months free in year one |
| Buddy Punch | Verified clock-in and scheduling for hourly teams | From $4.99 per user/mo plus a $19 base | 14-day trial, no card needed |
Checked against each vendor’s own pages on 22 September 2026. Deel publishes its contractor and EOR rates; the wider platform is quoted. Full workings are in Deel pricing explained.
Which one fits your situation
You are hiring internationally. Deel exists so you do not have to establish local entities or manage cross-border compliance yourself. At $49 a month per contractor it is cheap for contractors and expensive for employees — $599 a month per employer-of-record hire — which is the number that decides whether an entity of your own is worth setting up. Deel competitors works out where the cheaper option flips depending on who you are hiring, and Deel vs Rippling covers the case where one vendor publishes prices and the other does not.
Your whole team is in the United States. Skip Deel. Domestic payroll providers are far cheaper for the same work, and SurePayroll adds automated tax filing with a filing guarantee behind it. What it will not do is employ anyone outside the US, and it is payroll rather than a full HR system, so deeper people management needs something else alongside it.
Your staff are hourly, shift-based or in the field. Buddy Punch is upstream of payroll: verified clock-in, scheduling, and attendance records defensible enough to survive a dispute. The $19 monthly base on top of the per-user rate matters at small headcounts — at five people the base is a meaningful share of the bill. It is not project time tracking; if you bill clients by task, that is a different category of tool.
Common questions
Is an employer of record cheaper than opening my own entity?
Up to a point. At $599 a month per employee, an EOR costs about $7,200 a year per head. Incorporating in a country, then running local payroll, accounting and filings, generally costs more than that for one or two people and less once you are hiring several. The crossover is where the arithmetic sits, not where the marketing does — run your own numbers before assuming either way.
Do I need time tracking if I already have payroll?
Only if you pay by the hour. Salaried teams do not need clock-in at all. Hourly teams do, because payroll software takes hours as an input and does not verify them — and an attendance record that cannot be defended is a liability in a wage dispute.
Can one tool cover contractors abroad and employees at home?
Deel covers both, but you pay international rates for the domestic half. Many businesses run a domestic payroll provider for staff at home and Deel only for people abroad. It is two subscriptions rather than one, and usually cheaper than putting everyone through the international platform.
How to compare tools in this category
Every review in this category follows the same structure, so you can compare like with like rather than reading around each vendor’s marketing. Each page states who the tool suits, who should skip it, how pricing is structured, and what the recurring limitations are.
We do not rank tools against each other with a single score. Software fit depends on your team size, budget, region and existing stack, and a numeric ranking would hide those variables rather than help you. Instead, read the Choose it if and Skip it if lines on each review — they are written to disqualify as often as they recommend.
Reviews describe pricing structurally, because SaaS pricing changes frequently and varies by region and contract. Where the figures themselves are the question we publish separate dated guides: Deel pricing breaks down why the same headcount costs $49 or $599 a worker depending on the product, Deel competitors shows where Deel is genuinely the cheapest and where you are paying a 69% premium, Deel vs Rippling explains why the two cannot be compared on published figures at all, and Deel vs Remote works through which of the two costs less, and why the answer depends on your mix of employees and contractors rather than on headline rates. Every review links to the vendor’s own pricing page for current rates.
