There is no best prospecting tool, only a best one for your market. Coverage varies enormously by region, company size and seniority — so a ranked list that ignores who you sell to is worse than useless. This page sorts by the situation instead.

Why this is not a ranked list
Every prospecting database is built from the same basic trade: breadth against verification. Contributory databases are large and cheap and uneven; researched databases are smaller, costlier and more reliable where they have coverage. Neither is “better” — they fail in different places.
Which means the ranking that matters is against your ideal customer profile, and you can establish it in an afternoon. Take 50 contacts you already know are correct, run them through each candidate, compare hit rates. That beats every list on the internet, this one included.

If you are building outbound from scratch
Apollo.io is the usual starting point, and for a defensible reason: it collapses two budget lines into one. You get the contact database and the sequencing, dialling and CRM sync on top, from a single subscription, with a free tier generous enough to evaluate properly before paying.
The trade is that it is a generalist. Coverage is strongest in North American technology, SaaS and professional services and noticeably thinner for smaller European companies and non-English markets. Credits rather than seats are usually what force an upgrade, which catches teams out mid-campaign.

If your market is Europe
Cognism exists for this case. Phone-verified, GDPR-defensible data for European outbound is a genuinely different product from a contributory database, and it is the difference that matters if a compliance problem would be expensive for you.
It costs more. Whether that is worth paying depends on your risk position rather than your budget — which is a question only you can answer, and one worth answering before you buy rather than after.
If you only need email addresses
Hunter.io does one job. If your process is “I know the company, I need the right person’s address”, a focused tool is often better than a platform you use a fifth of.
We say this knowing it argues against the more expensive recommendation. Buying a platform to replace a tool that is working is one of the most common ways teams waste software budget.
A note on stacking
Plenty of teams run two of these — a primary database plus one to fill gaps. That is a reasonable strategy and an easy one to drift into accidentally. If you do it, do it deliberately, and review every few months whether both are still earning their place.

Apollo.io has a free tier with a monthly credit allowance, which is enough to evaluate data quality properly. Hunter.io offers a limited free allowance. Treat both as evaluation budgets rather than sustained prospecting.
Are accuracy percentages from vendors reliable?
Treat a single global accuracy figure as marketing. Real accuracy varies by segment to a degree that makes one number meaningless. Vendors who break it down by region and seniority are being more honest with you.
Do I need a dedicated sequencing tool as well?
Only if your database does not include one. Apollo bundles sequencing; Hunter and Cognism are primarily data. Price the whole stack rather than the seat — that is where comparisons usually go wrong.
